You want to make an easy pirate costume with less than $10 worth of supplies and a pair of good scissors? Good. You've come to the right place.

I bought the "pirate kit" from a local big box store for $3 {eye patch, sword, and clip on earring} and the rest of the supplies came from a thrift store and the back of my closet.
Supplies:

Pirate Kit

2 long shimmery women's scarves from my closet

1 pair of red sweats from the thrift store

1 pirate shirt from the thrift store {a women's ruffle shirt}

In order to really sell the red sweats as pirate pants, I cut the hem off both legs. I don't think pirates appreciate a good hem anyway. Once the hem was gone I traced a zigzag pattern across the bottom of one with a black sharpie marker and cut it off. Then I flipped the cut leg on top of the other leg, traced the uncut leg with black marker and cut zigzags to match the first leg.

No sewing involved whatsoever.

Pirate pants in place we put on the ruffled shirt, tied a shimmery scarf as a belt, tied the second shimmery scarf as a very pirate-y and scary looking bandana, accessorized with a sword, eye patch, earring, and lots of black eyeliner.

This is probably the absolute easiest pirate costume in Halloween history.
